Their level of understanding increases with increased knowledge generally and increased knowledge of IT, access to influencing material.  Some 14 -17\u0026#39;s don\u0026#39;t see themselves as children. In my father\u0026#39;s days (he is now 86) boys aged 14 were considered men and went out to work, had sense of responsibility and responsibilities to contribute to the family\u0026#39;s keep.  Of course, punishments then were much more severe and a firmer deterrent however, I am against capital punishment 100%. I have been a \u0026quot;dumpster diver\u0026quot; for years, rescuing both food and other items from rubbish bins. I have always believed that because the intent of the store who owned the goods was for those goods to go into landfill rubbish, I am doing a service by using and on-forwarding any goods \u0026quot;rescued\u0026quot; from said bin. We eat a lot of fruit and veges from dumpsters and have found clothes and household items that we\u0026#39;ve either used ourselves or passed onto others, donated to charities etc. I have been twice asked by security guards to move on, which I did respectfully and wishing them a good evening, and I was once questioned by police during a dumpster dive, who simply took my details and waved me on still in possession of what I\u0026#39;d gathered from the bin. This in itself indicates to me that there is nothing illegal in taking discarded items from a general waste bin? I would never take pallets or anything from a recycle bin as pallets still belong to the company and recycling is intended to go to the recycler for further processing. Anything that\u0026#39;s been put into the rubbish dumpster however is designated for a life in With the charge of drink driving, it is written as 0.XXX grams of alcohol in either:  100 millilitres of blood OR 210 litres of exhaled air.  \u003Cbr \/\u003E\u003Cbr \/\u003ENow, is it just me that is sighting a problem with that above statement, or am I barking mad up the wrong tree?  For the case to stand up in Court, the charge has to be proven as read, yes?  In that case, if a blood test is taken, the laboratory assessment will prove the charge, so that is not a problem.  However, take a closer look at the second one - OR 210 litres of exhaled air.  Last time that I looked, it would not be beyond the realms of possibility to fit most individuals inside a 44 gallon (205 litre) drum and still have room to spare.  A general practice Doctor has advised me that the human lung may hold up to 4 litres of air.  So, on that ground, there is no way that 210 litres of exhaled air has been blown through the instrument in one exhaled breath.  \u003Cbr \/\u003E\u003Cbr \/\u003EGo and check the Pattern Approval at www.measurement.gov.au - In the Pattern Approval for Breath Analysis Instruments used for Evidentiary Purposes, there is a minimum and maximum flow rate for exhaled air which can be accepted for testing.  If an individual is connected to the instrument, and exhales into it for 10 seconds, even at the maximum flow rate specified under the Pattern Approval, me thinks that the person exhaling into the instrument would be \u0026#39;slightly\u0026#39; short of the 210 litres exhaled!  \u003Cbr \/\u003E\u003Cbr \/\u003EIf the legislation was to read:  In 0.210 litres \/ or 210 millilitres of exhaled air, there would be no problem from my perspective.  However, this can be traced back to OIML, in France, where their Pattern Approval Recommendation (R) states the same as the Australian Pattern Approval.
